Exasperated Florida

Here is an cartoon that came out back the LAST time around that the state of Florida got bombarded with multiple Hurricanes.  I heard a rumored report that there are still people without homes at this time from that disaster something like 10 months ago.  Thinking about it, this image starts to look less like a joke and more like a good idea!
